How to Get a Digital TIN ID

The Bureau of Internal Revenue (BIR) has announced the digital version of the TIN ID in 2023. Yet, many Filipinos do not have it yet or are unaware of how to obtain their copy. 

The BIR has discontinued issuing physical versions of the TIN ID in the revenue district offices (RDO) and encourages taxpayers to go online and generate a digital TIN ID via ORUS instead.

What does the digital TIN ID look like?

The digital TIN ID has gone through two different layout changes in the last three years. The 2023 version was in portrait orientation. The latest version (2024) of the TIN ID is in a landscape orientation.

The front part of the digital TIN ID has a QR code on the right side, with a digital TIN ID control number printed at the bottom of it; the taxpayer's 1x1 picture is on the left and the taxpayer's identification number (TIN) at the bottom of it; and the taxpayer's personal details are in the middle. 

The back part reiterates the nine-digit TIN that includes the five-digit branch code (00000 by default) and the digital TIN ID control number, and the same QR code as in the front part of the TIN ID.

Why the QR Code is important

The TIN ID QR code, when scanned, serves as a validation that all the information printed on your digital TIN ID are true, correct, and are in the taxpayer information database of BIR. The QR code will also serve as proof that your TIN ID was generated from BIR's ORUS platform.

How does one get a digital TIN ID?

Whether one is a new taxpayer or a long-time taxpayer already, one must register an account in BIR's Online Registration and Update System, or ORUS. ORUS is a web-based platform that allows off-site transactions with BIR, such as registration for business, updating of business or personal tax information, submission and validation of tax requirements, among many others. Add to the ORUS services the issuance/acquisition of a digital TIN ID.

What to do to get a digital TIN ID?

1. Prepare a digital copy of an (1x1) ID-size picture. 

The picture must have been taken in the last six months. It must have a white background and that one does not wear any accessories such as glasses, hats, head coverings and veils (unless for religious reasons), and wireless accessories and devices (acceptable to be worn if these are for medical reasons). The taxpayer must also be wearing a sleeved and collared shirt.

BIR also advises that the picture must show both ears and that facial expression is neutral or smiling but not showing the teeth and with eyes clearly visible or open.

Suggestion: You can take your own ID picture and change the background to white by using a free photo editor online. If you want to create ID-sized pictures, you may use free online image resizers.

2. Create an account and register in ORUS. 

For individual taxpayers, go to New Registration > As An Individual. On the right side of the window, scroll down and pick Create An Account or Log In to ORUS**

**Ideally, the email address that you indicated as contact information when you registered in BIR when you became employed for the first time is the email address that you will use here. If you do not remember providing one to BIR or no longer have access to the email address, you may need to update your personal information first by submitting a Form S1905 to your current revenue district office (RDO) before proceeding to create an account/log in to ORUS.

3. Check the details of your account first by clicking Profile at the very bottom of the page. In this section, you'll see if your tax information are all correct. If not, go back to the homepage and click Update Information, and from the dropdown options, choose Correction/Change/Update of Registration and update your details.

4. Once you have validated that your details are all correct, go back to the homepage by clicking Home. Select Get Your Digital TIN ID > View Your Digital TIN ID. On the right side of the window, read the guidelines for generating your BIR TIN ID and scroll a bit to the bottom and click View Your Digital TIN ID

A template preview for your digital TIN ID will be displayed. Click Add Photo and add your picture. The template preview will be updated with your picture. If all details are correct and your picture has been attached without any issues, click Download Digital TIN ID. Your ID will be saved in a portable document format (pdf). 

Can the digital TIN ID be laminated or be in the form of a physical ID?

BIR is not clear about the rules for making a hardcopy of the TIN ID. Even their memorandum about circularizing the availability, use and acceptance of digital TIN ID does not explicitly say that an ID holder can or cannot create a physical ID out of the pdf copy of the downloaded digital TIN ID. However, in many forums, such as Reddit, TIN ID holders say that they've confirmed with BIR staff in their assigned RDOs that one can print and laminate their TIN IDs. What is not encouraged though, is printing it on a PVC-card-type material.

TIN ID on eGovPH app

The digital version of your TIN ID can also be viewed on the eGovPH app, together with some of the other government IDs, such as Philhealth, UMID, National ID, that have already been integrated into the app. To view the digital versions of your IDs, you may download the eGovPH app from the PlayStore and AppStore and create an account.
